Meet Our Board Of Directors

Success starts with trustworthy and experienced leadership, and at RuralMed, our leaders have both. Meet the members of our Board of Directors who have 100 years of combined EMS and paramedic experience. Many of our board members also have military experience.

Ethan Bouser, Owner / CEO

Ethan has 20 years of EMS service, beginning his career in 1996 as an EMT. He earned his Illinois Paramedic Certification in 2012 and immediately went further to earn his National Registered Paramedic and National Association of EMS Educators Lead Instructor Certification. Ethan has taught Paramedicine at the College Level for four years. Ethan has worked both inner city and rural EMS and has logged an impressive 25,000 transports and 800,000 miles driven in an ambulance. He has held a variety of different positions during his EMS career and has developed an effortless sense of leadership as well as a reputation for honesty and integrity.

Ethan exemplifies professionalism in the field and will serve as an excellent role model to lead our company.

Lucinda Spencer, Board of Directors

Lucinda, “Cindy,” has 23 years of EMS service, beginning her career in 1993 acquiring her licensure as Registered Professional Nurse. Cindy began her EMS service providing care as an Emergency Department nurse in rural Emergency Departments as well as Level One Trauma Centers.

In 2000, Cindy began working as a Flight Nurse and remained in the position for 10 years. During her employment as a Flight Nurse/Base Clinical Lead, she was honored with the highly recognized Flight Nurse of the Year award for the company. Cindy is also a Pre-hospital RN, Illinois Lead EMS Instructor, and National Association of EMS Educators Instructor. She serves as the American Heart Association Training Site Coordinator, AHA Training Center Faculty, and holds instructor certificates in Advanced Cardiac Life Support, Pediatric Advanced Life Support, Basic Life Support, and International Trauma Life Support. Cindy worked as the EMS Coordinator for Kaskaskia College, elevating its EMS department to a fully accredited program.
Cindy has earned Masters of Science in Nursing Degree, and is working towards completion of a dual Master’s Degree in Family Nurse Practitioner. While completing her BSN she was honored with membership to Sigma Theta Tau International, the international honor society for nursing, and continues to be an active member. Cindy works to give back by working as a preceptor for MSN student’s completing their practicum project, as well as an active participant of the University of Phoenix Alumni Committee.

Kimberly Bouser, Owner / Board of Directors

Kimberly has 24 years of EMS service, beginning her career in 1992 as a Volunteer EMT with Kinmundy-Alma Fire Department. Kim earned her Paramedic Certification in 1999 and has transported and cared for thousands of patients during her EMS career. Kim acquired her Registered Professional Nurse licensure in 2006 and has continued her career providing service as an Emergency Department Nurse in a rural hospital.

Kim taught Paramedicine at the College Level for 3 years. In 2015, Kim completed the National Board of Certified Emergency Nurse Certification. Kim served as Assistant ER Director at Clay County Hospital. Kim is known for her excellent clinical skills, exceptional leadership abilities and as such has a consistent track record of awards and promotions.

Jennifer Glaspell, Board of Directors

Jennifer has 33 years of full-time service with the United States Air Force/Air Force Reserve. Jennifer began her career straight out of high school, enlisting shortly after graduation. Jennifer has served with distinction earning multiple awards and accommodations: *Meritorious Service Medal, *Air Force Commendation Medal (3), *Air Force Achievement Medal (2), *Air Force Outstanding Unit Award (5), *National Defense Service Medal. Jennifer has extensive military training in leadership, safety, compliance. She holds multiple professional licenses and certificates including Department of Defense Sexual Assault Advocate Certificate, and currently holds a Secret Security Clearance.

Jennifer has earned a BA degree focusing on workforce development. She has extensive experience working with multiple Federal agencies. Jennifer brings an unparalleled level of professionalism and dedication to our team.

Scott Casolari, Owner / Board of Directors

Scott comes to us with 17 years of Emergency Medical Service experience. Scott began his career in 1999 as an Emergency Medical Technician with Clay County Hospital. Scott has dedicated to furthering his education and earned his Illinois Paramedic Certificate in 2013.

Scott has logged thousands of miles safely transporting Emergency patients. Scott has cared for thousands of patients in both inner city and rural EMS settings though out his career. He continues his career with additional training in Fire Science with the Louisville Fire Department. Scott has been a dedicated Fire Fighter and First Responder for 4 years in addition to his medical career.

Aaron Bouser, Board of Directors

Aaron Bouser comes to us with 10 years Air Force experience where he earned two Air Force Achievement Medals, the National Defense Service Ribbon, and the AF Small Arms Marksmanship ribbon. He went on to work at one of the nation’s largest steel mills. There he ran heavy equipment, worked in equipment maintenance and ran a fabrication team. Along with these duties, he was a medical first responder with 15 years of experience.

As well as being continually trained in medical 1st response, he was trained as a confined space rescue technician and a high-angle/rope rescue team member. He is very familiar with industrial accident situations and rescue techniques, as well as accident prevention. Aaron has a deep understanding of industrial safety and was a member of his employer’s OSHA/VPP (Voluntary Participation Program) team.
